ci(uat): drop unsupported concurrency key, keep reset --hard recovery

The concurrency key likely isn't parsed by this Gitea runner, so the prior deploy
run didn't execute. Remove it; the reset --hard origin/uat (force host repo to
remote) is the actual fix for the stuck checkout serving a stale bundle.
