Azure migration: prod CI deploys from the Azure runner to /opt/sapl/prod (no registry deps on main: backend FROM python:3.11-slim, frontend local build). Includes PyPI-mirror fix for uv (pypi.org flaps from Azure). Secret PROD_RELEASE_PUBLISH_TOKEN on repo. No CI on PRs by design — validated by manual build + post-merge pipeline watch.
